1. Project overview
This project is a reconstruction and expansion project. Jiangxi GaoQiang Ceramic Insulator Group Co.,Ltd invests 108 million yuan in Xintian Village, Luxi Town, Luxi County to build an annual output of 30,000 tons of high-voltage insulators, 400,000 composite insulators and 300 tons of supporting glue assembly. Raw material project, the project area is 17402m'. The project has a quota of 350 people, with an annual production time of 300 days and 8 hours of production. The environmental protection investment of the project is 810,000 yuan, accounting for 0.75% of the total investment of the project. This acceptance only checks the contents of Jiangxi GaoQiang Ceramic Insulator Group Co., Ltd's reconstruction and expansion project and its supporting facilities.
2. Environmental protection implementation
1. "Three Simultaneous" situation
Jiangsu Lvyuan Engineering Design and Research Co., Ltd. compiled the "Jiangxi GaoQiang Ceramic Insulator Group Co., Ltd. Annual Production of 30,000 tons of high-voltage insulators, 400,000 composite insulators and 300 tons of supporting plastic assembly raw material production line renovation and expansion project" in April 2019, and On June 25, 2019, it obtained the environmental assessment approval from the Luxi County Environmental Protection Bureau (Lu Environmental Assessment [2019] No. 29).
The environmental protection facilities of this project have been completed. The environmental protection facilities have been designed, constructed and put into operation at the same time as the main project, and have the conditions for the completion and acceptance of environmental protection.
2. Environmental management and environmental protection system
Jiangxi GaoQiang Ceramic Insulator Group Co., Ltd attaches great importance to the establishment and management of environmental protection files, and has formulated complete environmental management rules and regulations, covering various contents such as the management of governance facilities.
3. Environmental protection facilities construction situation
After on-site inspection, the environmental protection facilities of this project are operating normally.
(1) Waste gas treatment
Project waste gas mainly includes furnace flue gas, injection molding waste gas, and self-made glaze dust. Furnace flue gas is discharged through 15m high exhaust gas, injection molding waste gas is collected by pipes and then discharged through UV photolysis device + activated carbon adsorption + 15m high exhaust gas, self-made glaze dust is discharged unorganized, no canteen is built inside the factory, each The waste gas pollutants are discharged after being properly treated.
(2) Wastewater treatment
The wastewater generated during the operation period of the project is mainly domestic wastewater and production wastewater. The domestic sewage is reused for plant greening after the integrated sewage treatment equipment, the squeezed mud wastewater enters the sedimentation tank and is recycled for use, and the cooling water is recycled for use.
(3) Noise control
The main noise sources during the operation period of the project are the noise generated by the operation of mechanical equipment such as ball mills, mud mills, vibrating screens and compacting machines. During the design and equipment ordering of the project, noise control requirements have been put forward to the manufacturer, and measures have been taken for noise insulation and noise reduction for high-noise equipment, and vehicles are managed, and whistling is prohibited.
(4) Solid waste
The solid waste of the project is the domestic waste of employees and the unqualified products of the inspection process, sedimentation tank slag, trimming process leftovers, dust ash, waste activated carbon and UV photolysis waste lamp tubes. After collection, the domestic waste is entrusted to the environmental sanitation department to clear and transport, and the unqualified products are sold and comprehensively utilized. The sedimentation tank is directly reused for production. There is no sediment from the domestic sewage. The trimming process scraps are broken and used as the raw material for plastic packaging. The dust and slag are reused in the glaze making process, and the waste activated carbon and waste UV photolysis lamps are handed over to a qualified unit for processing. The hazardous waste of the project before being processed is temporarily stored in the hazardous waste temporary storage room.
3. Acceptance investigation and monitoring results
From November 24th to 25th, 2019, Jiangxi Tianke Testing Technology Co., Ltd. conducted an acceptance survey and monitoring of the completion of the project, during which the environmental protection facilities were operating normally. The following results are derived from the "Completed Environmental Protection Acceptance Monitoring Report" (TK1911013) provided by Jiangxi Tianke Testing Technology Co., Ltd.
1. Wastewater monitoring conclusion
The wastewater from the enterprise is not discharged, so the production wastewater is not monitored. The on-site acceptance investigation found that the domestic sewage of the enterprise was reused for plant greening after being integrated into the sewage treatment equipment. The squeezed mud wastewater enters the sedimentation tank and is recycled for use after precipitation, and is not discharged outside. The cooling water is recycled and not drained.
2. Exhaust gas monitoring conclusion
During the acceptance monitoring period, the emission concentrations of organized particulate matter, sulfur dioxide, nitrogen oxides, and fluoride all meet the requirements of the “Pollutant Emission Standard for the Ceramic Industry” (GB25464-2010) and amendments to the furnace firing flue gas. Hydrocarbon meets the "Synthetic Resin Industry Pollutant Emission Standard" (GB31572-2015). Unorganized non-methane total hydrocarbons meet the "Synthetic Resin Industry Pollutant Emission Standard" (GB31572- -2015), and the fugitive dust emission meets the "Comprehensive Emission Standard of Air Pollutants" (GB16297-1996) Table 2 of the fugitive emission concentration limit value.
3. Noise monitoring conclusion
During the acceptance and monitoring period, the noise at the boundary of the plant complies with the standard limit of category 2 in the "Environmental Noise Emission Standard at the Boundary of Industrial Enterprises" (GB12348- -2008).
4. Solid waste conclusion
The solid waste of the project is the domestic waste of employees and the unqualified products of the inspection process, sedimentation tank slag, trimming process leftovers, dust ash, waste activated carbon and UV photolysis waste lamp tubes. After collection, the domestic garbage is entrusted to the environmental sanitation department for unified-cleaning, transportation and disposal. 5. Suggestions and requirements
1. According to the requirements of "Interim Measures for Environmental Protection Acceptance Acceptance of Construction Projects" and "Technical Guidelines for Environmental Protection Acceptance of Construction Projects for Pollution Impact", according to the actual situation of the enterprise, improve the relevant content in the acceptance monitoring report and verify the actual construction of the project Is it consistent with the EIA and approval?
2. Enterprises should set up temporary storage rooms for hazardous wastes in accordance with the relevant requirements of the "Hazardous Waste Storage Pollution Control Standards" (GB18597-2001) and its 2013 standard amendments, and establish hazardous waste accounts; enterprises should follow the "General Industrial Solid Waste Storage , Pollution Control Standards for Disposal Sites (GB18599-2001) and its 2013 revision list and environmental impact assessment documents require the establishment of a general industrial solid waste temporary storage room, and the waste ceramics stacked in the open air are stored in the general industrial solid waste temporary storage room , And establish-general industrial solid waste ledger.
3. Enterprise glaze workshops should be equipped with diversion ditch and collection tank. If a leakage accident occurs, the overflow glaze can be temporarily stored in the collection tank.
4. Supplement the pollution-free complaint and dispute certificate, the floor plan of the plant area, mark the location of the environmental protection facilities of the project in the floor plan, standardize the drawings and attachments, and strengthen the text verification.
